The European Union drafted a new proposal to propose that the "local rate" of photovoltaic modules reach 40%

According to foreign media reports, the European Commission is working on a draft proposal aimed at strengthening the European ecosystem for the production of clean energy technologies.

The European Commission stated in this draft: "The road to net zero energy targets brings great opportunities for the expansion of net energy zero industries in the EU, including in particular photovoltaic systems, onshore and offshore wind power, heat pumps, hydrogen electrolyzers, Batteries and their supply chain."

As far as photovoltaic technology is concerned, the EU stated that it will continue to rely on photovoltaic products imported from China. In some links of the EU photovoltaic value chain (including silicon rods and silicon wafers), more than 90% of photovoltaic products come from China.

The draft proposes that by 2030, the EU's photovoltaic module production capacity can meet more than 40% of the market demand expected by the REPowerEU plan and the Green Agreement initiative, including the planned installation of 600GW photovoltaic systems.

The draft also calls for 85% of the EU's wind power components to be manufactured in Europe, 60% for heat pumps, 85% for batteries and 50% for hydrogen electrolyzers.

The European Photovoltaic Manufacturing Council (ESMC) believes that more than 75% of Europe's photovoltaic module demand should be met by local producers, which means that 35GW of photovoltaic modules will be produced in Europe by 2025, 60GW by 2026, and 100GW by 2030.
